In order to become a member of Parkland HEALTHfirst or Parkland KIDSfirst , you must first apply for STAR (Medicaid) or CHIP through Texas Health and Human Services. Once you are enrolled in STAR or CHIP , you can select Parkland HEALTHfirst or Parkland KIDSfirst as your health plan.
